This article aims to identify the theoretical foundations of a creative approach to gender equality and to analyze proportionate, transferable elements of international experience suitable for adaptation. The study applies legal-institutional analysis, comparative inquiry, andconceptual synthesis. The findings systematize creative mechanisms, evaluation criteria, and contextual conditions required for responsible transfer of practices across jurisdictions.
