Abstract

This article analyzes the evolution of the governance system in Turkestan during the second half of the 19th century and the early 20th century. It examines the process of its conquest by the Russian Empire, the establishment of the Turkestan Governor-Generalship, and the political transformations resulting from the February and October Revolutions. The study also provides a comparative analysis of colonial and Soviet governance systems, focusing on their institutional foundations, administrative structures, and mechanisms of political control. The findings indicate that in both periods centralized authority prevailed, while the interests of the local population were insufficiently taken into account.
